Scope of this Guidance
The guidance will assist organisers of events which:
- are formally organised, and designed to attract significant numbers of participants;
- use public rights of way, open access land, permissive trails and other land over which public access has been agreed;
- may be competitive or just for fun;
- may be non-profit-making, or may raise funds for charitable purposes or for profit;
- are organised as challenge events by clubs, charities, businesses or other groups;
- are organised by activity centres using the same area on a regular basis;
- are held on foot, pedal cycle, horseback or horse-drawn carriage.
The guidelines are NOT intended for:
- events organised under the rules of national governing bodies of sport and recreation which have established guidelines which meet or exceed the standards described in the guidance;
- small informal, low impact activities such as rambles or club runs/rides;
- events confined to surfaced roads;
- spectator events specific to one field or location sited on private land;
- groups organised for reasons of sightseeing or tourism;
- resolving conflict that has arisen from previous activities.
